Flagging

Any signed-in viewer can report content from the menu under a video, on a comment, on a live chat message or on a whole channel, and the report stays anonymous to the person reported. What the flag opens is a review against the Community Guidelines. It removes nothing on its own, and a video comes down only where that review finds a breach. Creators tend to imagine a threshold beyond which enough reports trigger automatic removal. The outcome turns on the content, so a rule-breaking video can be pulled on the strength of one report and a clean one survives a coordinated pile-on. What the pile-on buys is a place in a queue and the wait attached to it.
