Live streaming eligibility

Live is switched off by default. A channel has to verify itself, turn the feature on in Studio, and be clear of any active live streaming restriction before the option appears. Streaming from a phone carries requirements that a desktop encoder does not, so a channel can be live through OBS and still find the button greyed out in the app. The practical advice follows from that. Enable it well before the day you plan to broadcast and run a private test stream end to end, because finding out where you stand an hour before an announced start time is a bad way to learn.
