A partner manager works inside YouTube across a portfolio of channels, passing on advice, early access to features and a way to escalate problems a support ticket would swallow. Assignment happens at YouTube's discretion and skews heavily towards large channels, media companies and networks.

The useful part of knowing the term is knowing you will probably never have one. Any tip framed as coming from a partner manager reached you third hand and was shaped by that channel's situation. Nobody can apply, and anyone offering to sell you an introduction is running a scam.
