YouTube documents a preferred export recipe covering the container, the video and audio codecs, frame rate, resolution and a suggested bitrate for each resolution. Following it gives the platform a clean file to work from.
The spec is guidance rather than an entry requirement, since YouTube accepts a wide range of formats and re-encodes what you send into its own delivery versions. Export at the frame rate you filmed at, because converting between frame rates introduces judder that no quality setting will remove afterwards. Beyond that, the settings people argue about matter far less than the lighting and audio fed into them.
