Radio coined the term and streaming took it on. It turns up while you wait for a guest, hunt for a link, read a chat message quietly to yourself, or sit in the gap between the countdown ending and the show actually starting. A few seconds is fine. A minute of it is when viewers open another tab and forget to come back.
A run of show exists to prevent exactly this: an ordered list of segments with someone responsible for each, plus filler you can reach for, such as a question queue or a clip to react to.
