YouTube Partner Program Base Terms

The Partner Program is structured as one base agreement plus separate modules. Base Terms are the part everyone accepts, covering the relationship itself: the rules you agree to follow, how payment and tax work, termination, and Google's rights. On their own they earn nothing.

Money arrives through the modules. The watch page module covers ads on long-form videos, the Shorts module covers the Shorts feed, and the commerce terms cover memberships and Supers. A channel can accept some and decline others, which is how the 500-subscriber tier works.
