Put the topic in the middle, throw branches at every direction it could go, then branch again from whichever ones have life in them. The value is that it delays structure. An outline makes you fix order and hierarchy before you know what you have, while a map lets half-formed branches sit beside each other until a shape appears. Paper works fine.
