The phrase comes from the era of asking viewers to hit the bell, and it names a real group: the people who see an alert and click straight away. They give a new video its first data. Where creators go wrong is the size of that group. Only subscribers set to All get an alert every time, and YouTube stops pushing to anyone who has drifted away, so the squad shrinks quietly whether or not you ask people to join.
