The guidelines cover strong language, violence, adult themes, harmful or dangerous acts, hateful and derogatory material, firearms, drugs, controversial issues and sensitive events. They set each video's monetisation status separately from whether it breaks Community Guidelines. You self-certify at the point of publishing by answering a questionnaire, and answering it honestly is what keeps your self-certification trust intact. Misrepresent the channel and YouTube can start reviewing every video by hand before ads run, which delays and reduces revenue.

Creators conflate two systems here. Advertiser suitability and recommendations run separately, so limited ads status does not feed into ranking.
