When a page links to another page, the words inside the link are its anchor text. Search engines read them as a description of the destination. That is why click here wastes the signal while a phrase describing the target page does not. Vary the wording naturally across your own pages, because an identical exact-match phrase repeated on every link looks manufactured and has been treated as a spam pattern for years.
