A tutorial for a plugin with 4,000 users has a ceiling of roughly 4,000 people no matter how good the thumbnail is, while a question everyone in your field wonders about has room to run for years. Judging the ceiling before you film saves the wasted post-mortem where you rewrite the title of a video that was always going to do 300 views.
Low-ceiling ideas still earn their place when they serve an existing audience or answer a question a customer asked. The mistake is expecting one to break out.
