Reaction videos put a creator's commentary over somebody else's video. Done well the commentary adds analysis, expertise or a real second perspective, and that is what the audience turns up for. Done lazily it is a person watching a video in silence, which invites both a copyright claim and YouTube's rules against generic, repetitive output. Two separate systems can catch it. Copyright is decided by the rights holder and the law, whereas monetisation eligibility is decided by YouTube, and clearing one says nothing about the other.
