It records in segments, so you can stop and restart while it stitches the clips together, and it covers what a Short usually needs: speed control, a timer, alignment against the previous take, music from the licensed library, text, filters and captions. Recording caps at three minutes, which is also the ceiling for a Short, and footage shot elsewhere can be imported into the same editor. None of it is compulsory, though anything added inside YouTube's own editor arrives with its licensing already sorted.
