Assembling clips is the whole production model, which puts copyright and monetisation at the front of the job rather than the end. YouTube allows monetisation of reused footage when the creator adds something real on top: critical review, reaction commentary, expert explanation, an original storyline built around the edit, and generally with the creator visibly present. Straight assembly with music over it tends to fail that test.
There is a second layer underneath. Even where the reused content rules are satisfied, the clips still belong to whoever filmed them, so claims and takedowns are a normal operating cost. Channels that last in this space treat permission and licensing as part of production rather than something to sort out after a strike.
