Product managers and engineers from the Studio and creator tools teams post short updates there, most regularly a news flash covering what shipped, what broke and what is being tested. It began as a side project and became the fastest place to hear about a change, often well ahead of the help centre. Treat it as informal. Much of what gets described is an experiment running on a small percentage of channels, some of which are dropped before launch, and an off-hand answer from one product manager is not YouTube policy. For anything you plan to build on, the help centre remains the version that holds.
