The setting lives in each video's advanced options and can be applied channel-wide in Studio. Marking anything as Made for Kids turns comments off with no way to override it, which is how most creators meet this without deciding on it. Switching them off is a fair answer to a brigade or a subject that reliably attracts abuse, and the cost is the reply thread you would otherwise use to answer questions and spot what to make next. Holding likely-inappropriate comments for review usually solves the same problem while keeping the room open.
