Viewers reach it from the three-dot menu on a recommended video, alongside the option to stop recommendations from a whole channel. YouTube counts the feedback as part of the satisfaction signal it builds from likes, dislikes and in-product surveys, which sits next to watch time in ranking. When someone rejects a recommendation, the system becomes less likely to put similar videos in front of that person and in front of viewers who look like them.

Creators read a wave of it as a channel-level penalty. It operates at the level of the viewer and people with similar taste, so the honest reading is that the packaging reached people who never wanted the video.
