Measured against the channel's own baseline, so a 40,000-view video on a channel that usually gets 4,000 counts, while a 400,000-view video on a channel that usually gets a million does not. Tools express it as a multiplier, an outlier score, against recent median or average views. A video that performs well above a channel's historical average signals genuine demand for that topic, and studying outliers on your own channel or a competitor's is a reliable way to pick what to make next. The common error is reading raw view counts across channels of wildly different sizes and calling the biggest number the winner.
