The setting sits in Studio under Settings, Community, Automated filters. With it on, comments the system reads as spam, self-promotion or borderline are held instead of published, and they wait in the held for review queue where you can approve, remove or report each one. A stricter option holds a wider range for channels that want a tighter net.

The filter is a model making judgement calls, so it holds comments it should not and lets some through it should not. Channels that never open the queue leave real comments sitting unpublished for weeks, which reads to those viewers as being ignored.
