YouTube Kids
The app is a walled version of YouTube built for young viewers, with parental controls, age tiers and a much narrower catalogue than the main site. Getting in depends on YouTube's own review against its children's content standards. Wanting a video in the app does not put it there.
The confusion worth clearing up is that the app and the made for kids declaration in Studio are two different things. That declaration is a legal requirement on every upload. Marking a video made for kids strips comments and most personalised features, whether or not it ever appears in the Kids app.
