Output is the whole model: templated scripts, stock or scraped footage, synthetic narration, and dozens of videos a week pointed at whatever is being searched. Some of it is one person with automation. Some is an operation running hundreds of channels at once. YouTube's monetisation rules already exclude mass-produced and repetitive work, and the platform restated that policy in July 2025 and again in 2026, so the model runs until a channel is caught. Outside those rules the phrase is mostly used as an accusation, and volume on its own does not make a channel one.
