Explore sits in YouTube's sidebar and collects the browse surfaces outside your own feed: Music, Gaming, Live, Podcasts, Sport and the charts. It looks close to the same for everyone in a country, which makes it the one corner of YouTube you can read without your own history colouring the answer.
The general Trending page was retired and replaced with category-specific charts, so no single list of the day's biggest videos exists any more. Treat Explore as market research. It is a poor traffic source to plan around, because almost nothing lands there by being good.
